From page 6: Grant and loan applications with all supporting documents are due in the district office by April 30, 2010 for consideration by the GRC for 2011, and by April 30, 2011 for consideration by the GRC for 2012. However, there is no guarantee that any grant or loan will be approved. The requesting congregation shall include their financial statements (income / expense statement & balance sheet), budget and financial plan with the application.

GRC: Grant Review Committee:
The Grant Review Committee met on January 16, 2009, studied the financial picture of the District and the grants, and listed some possible solutions. The financial situation was explained to the Policy Board and some issues concerning grants, such as lack of accountability, pastors who are not properly credentialed, etc. The Grant Review Committee brought a recommendation to the Executive Board that all grants terminate at the end of 2009 and no new grants be made in 2010.
The recommendation from the Executive Board was read: The Executive Board moved to recommend to the Policy Board that all grants be terminated by December 31, 2009; that grants with 3-year termination dates during 2009 be terminated as scheduled; and that there be no new grants in 2010.
David Castenholz gave an explanation of the recommendation and read item 7 on page 5 of 9 of the 2005-2008 grant application, which states that grants are not guaranteed renewal. A time for discussion was given. Don Fancher led a prayer before the vote.
There is a recommendation from the Executive Board that all grants be terminated by December 31, 2009; that grants with 3-year termination dates during 2009 be terminated as scheduled; and that there be no new grants in 2010. Grant Review Committee (GRC)
12/2/2008 Executive Board Minutes
Membership: A committee of 3-5 people will comprise the Grant Review Committee (GRC), with the Finance and Property Manager, District Executive Minister, and Chairperson of the Executive Board as ex-officio members. Other staff members will be consulted and invited to attend meetings as appropriate.

Purpose
: The Grant Review Committee (GRC) will:
1. Review all PSWD grant applications, including proposed modifications to already-submitted grant applications. Specifically, the GRC will assess and evaluate these grant applications and their impact on the long term financial resources of PSWD. A financial time line, a time line for creating a Covenant of Understanding, and an evaluation process will also be developed for these grant applications;
2. Monitor and review existing grants to determine their impact, effectiveness, and suitability and make recommendations to the Executive Committee as to whether they should be renewed for an additional year, terminated at the end of the current year, or terminated earlier;
3. Review and evaluate the impact of all grants at their conclusion so as to improve the process going forward.

Reportability: The Grant Review Committee (GRC) will report directly to the Executive Board with rationale and recommendations regarding all grants. The Stewards Commission will be advised of all grant applications and the recommendations of the GRC.

Margaret Carl Trust - Bible/Tract Grants

Purposes of Trust Fund

1. To distribute Bibles, Testaments and Gospels
2. To distribute tracts teaching temperance ideals, thus
combating the use of liquor, tobacco, drugs, etc.

Applications are due by April 1st or October 1st each year. Applications received
after those dates are considered in the next cycle. Funds should not be spent,
expecting a grant, unless the applicant is prepared to pay if grant is denied.
